HP Probook 455 g7
Microsoft Windows 10 (64-bit)

Hello, when I turn on my laptop the screen remains black, the fans start to spin in high frequency, num lock and caps lock flashes couple of times. As I have read these symptoms show that my Bios is corrupted.

I have tried to use Bios recovery usb, that I created. But when I press win + b + power button or win + v + power button,

Bios screen does not show up. How can I recover Bios ? Recovery partition on notebook is deleted.

@Vytenis

The Recovery partition on the laptop is only for restoring Windows and HP stuff; has nothing whatsoever to do with recovering the BIOS.

It looks like you are doing the right stuff -- here is the HP thread with the details:  https://support.hp.com/us-en/document/c04126730

IF that does not work, then there is nothing more you can do to fix this on your own.

I found this thread here:

https://h30434.www3.hp.com/t5/Notebook-Operating-System-and-Recovery/recovery-bios/m-p/6749228

The guy says that he succeeded to recover Bios using HP PC diagnostics 4 in 1 installed in usb drive.

Is that possible?

Don't know -- never tried it.

Here is a link to the HP PC Hardware Diagnostics page -- from which you can download and run diagnostics for your HP PC:
