Sometimes the internal keyboard does not respond to commands at boot. It's worth trying with an external keyboard for Win+B for BIOS recovery, SMC unlock etc. Helped me several times and nothing to loose by trying.

Hello dears,
Finally I repaired my 455 g7 using a local repairer.
I paid almost 100$. Now, It is working, but when num-lock is ON, half of the keyboard is passing numbers instead of letters.
I guess the repairer have used wrong chip for bios.
Fantastic experience, having HP Laptop. some times I turn on num-lock key and make typing to have fun with my Laptop.

I have received 1.17.1 bios update on a 455 G7 machine which boots up okay following this update. It was previously not on to get the faulty 1.17 update, so it has been saved from this error. Repair jobs continue for the broken machines.

I have a 455 g8 and came here looking for answers with similar issues as the ones you have. I was able to rollback to bios 16 as follows (note that my symptoms are not quite similar to yours so just sharing how I was able to rollback the bios). I have two full days now into this issue. Will share as much as I can. Hope it helps.
1. Same as you disconnected both DIMMs (I’m running 2 16gb cards), CMOS bat and computer battery as well for 5min at least. Pressed power button to drain Capacitors (I was trying everything). Note that the 17 bios has an auto power-on feature - selected by default or so it seemed to me - when you open the screen so pay attention to what is happening to the PC. You need to understand the LED behavior on your keyboard. Is the only way the computer has to communicate with you. Remember that CMOS disconnect will un sync the RTC clock so you will see maybe one or two messages. RAM discrepancies and time disparity for RTC BIOS. Just go with it and don’t forget to check date and time settings inside the Bios and change if needed.
2. Fought for some time with it (as win + B does not work for me either or Win + V or just B or V) by disconnecting power, cord and doing the force shutdown by pressing the power button for 25s. This 25s procedure seems to me an overkill but just went with it. After that I restart with the power cord on the computer. This procedure (25s power off) is mentioned elsewhere on this site.
When turning on, my keyboard lights orange the mute key and white for the power key. Expected - good - behavior should be the power button staying white, Numlock and CapsLock also light white - but briefly - and the Mute light should go off. Press ESC right away (as soon as Mute and Power buttons light up as mentioned) until you get the HP-FoxSecurity boot screen (lower left corner should have a message about going into the Bios menu).
Note that initially it might not work. Just keep trying. A possible - bad - scenario could be not getting the NumLock light turning on. Also bad , everything goes off and it starts lightning up the mute orange and the caps lock intermittently with the power button having a small blink in between. If this happens, disconnect the power cord and try the 25s mentioned above procedure again. Repeat until you get to the bios menu (even with this, it might still feel buggy. It can restart on you even inside the Bios menu and you will have to do everything all over again). Eventually you will get to where you to want to go.
3. Assuming it lets you operate the Bios, go to Bios Update and first default to Main Factory Settings as well as on Security Settings.
4. Do bios update with Ethernet network connection through HP site from Bios Menu. It will give two options (Rollback to 16 and Cancel). Choose rolling back. Screen will go black and come back asking you to allow disconnecting a security feature - say yes - . Will go black again and come back asking you to confirm by imputing 4 numbers shown on screen and pressing enter. Do as it asks.
5. from here the computer should roll back. It will first do Bios update (1/3) then maybe two other updates. Will go black for some time, appear to restart and come back to do 2 more bios update procedures. It will restart and if you do the ESC key here, as before, you may go in the bios menu and check that you have rolled back to 16.
comments:
1. I did not have the fan issue mentioned here.
2. For those of you who would go the full WIN restore way (remember BitLocker). Have your passkeys in order.
good luck. Hope this helps.
cheers
