If the battery was fine before the Windows reinstallation/before BSOD, then it's not the battery the problem.
Try this:
1. Remove power cord and the battery
2. Press and hold power on/power off/ button for 30 seconds
3. Plugin only power cord for first startup. Boot computer with only powercord but not battery.
4. In Windows, go to Control Panel >> Device Manager, if present > expand the entry for Batteries, right click on the Microsoft ACPI Compliant Control Method Battery and select Uninstall .
5. When it is complete, turn off the computer (turn off, not restart).
6. Unplug the AC Adapter, re-insert the battery, plug in the AC Adapter and start the notebook. Windows will automatically reinstall the driver for power and battery
If the above does not help.
- Turn off the notebook PC.
- Remove the AC adapter from the notebook.
- Remove the battery from the notebook PC.
- Reconnect the AC adapter to the notebook PC - no battery.
- Turn on the notebook PC.
- Wait until Windows has completely started and the desktop icons appear.
- Insert the battery into the notebook PC.
If the above does not help, consider updating the BIOS to the very latest version - taken from HP web site

Please, contact HP Support for assistance (or wait for someone else to post any ideas). I am really out of ideas about the battery issue. Sorry I cannot help you with this one, as well.

You are welcome. I appreciate your trust.
I can't be 100% sure as I am not in front of the PC, but based on your words, I am 99% sure the battery should be fine.
You report that before the BSOD and before the Windows reinstallation battery was fine.
Everything changed due to the Win reinstallation, therefore the battery should be fine. Windows (re-)installation does not drain any battery and does not breaks batteries [unless this is another new Win 10 surpise I am not aware of, joking]
HP support agents and engineers may have another ideas, tips and tricks
