I factory reset my computer to sell it and all was going well. It hit 54% then it didn’t freeze because the circle was still spinning but stayed at 54 for about an hour. I left it then it kicked it out to a black screen. From then it’s to where it’s been now. It goes to a black screen with a blue hp logo and sits there for a few seconds. After it switches to a black screen for a few seconds then loops back to the logo. I have powered it down and back up and it’s still on the logo black screen loop. How do I even fix this

Well, you should have checked here BEFORE you forced the factory reset because that does not actually REMOVE personal data from a laptop; it only erases it. And anyone with any decent data recovery app can then get most, if not all, of that data back.
