Victus by HP 16.1 inch Gaming Laptop PC 16-e0000 (2V8Z4AV)

For over a month my laptop has been unable to boot. It launches into the Invictus screen, but after that it goes straight to black, with a spinning blue movable cursor, and remains in that state without further launching. When resetting windows through the recovery options, the laptop will launch fine just once, but once the laptop is asleep for only a second, the screen will stay black after and show me the same spinning blue cursor have exhausted all options in the recovery mode, updated the drivers, and tried reinstalling windows from USB, but the problem prevails. I would simply make use of my care-package warranty for the device to be picked up and fixed.  The HP customer service portal keeps directing me to these forums however, is this also the place to file a ticket so I can make use of my care package services?

Thank you very much for your help, unfortunately I have not been able to resolve the issue through the steps in the video, but have since been able to contact the HP customer service to send in my device for repairs. I will be closing this thread.
