Caps lock 5 long 3 short

Hello so I've been having this problem: when i press the power button laptop turns on wuthout display and caps lock blinks 5 times and then 3 times quicky and it keeps on going in this pattern. Plus when i turn the laptop on the fan starts for a second and then stops. I'd be grateful if anyone provides a solution

This could be a hardware issue.
