Okay firstly i got bluescreen bootloop problem and i tried to solve it with Cmd and typed "Diskpart clean" command . I restarted the laptop and now it shows "Non System Disk or Disk Error . Replace and strike any key when ready"
Now i want to solve it by installing a new os with bootable disc . I have changed the boot order to Cd and turned on legacy support. But when i pressed F9 to select boot option , there is no Cd boot option .
I have tried browsing for solution and some community say Upgrade Bay should work but turn out it still give me the Non System Disk Error .
Any solution perhaps other than buying another hard drive?

Welcome !
The Upgrade Bay is the what the CD/DVD is called in Elitebook computers. This is the option you will see, so you do not have an issue with DVD not showing. It shows up, it is just with a different name - UpgradeBay.
Your DVD needs to be correctly written and bootable for the PC to be to able to boot from it. Legacy mode should be ON if you boot for a Windows 7 DVD.
I would suggest you try to write a bootable ISO again
- OR if it fails, try to install Windows using USB drive, Heidoc and Rufus - check the attached PDF instructions below

- You get this message because the computer cannot find a working system disk to boot from. It may be caused by not working operating system (caused by the diskpart fiasco) or due to HDD corruption.
With regards to the UpgradeBay not working - this may be because the DVD itself is not written correctly or not present. You try to boot from it, it attempts but fails and then as a second try it goes to the other options. Other options (besides DVD) are available but they also fail to boot, which results in the error message you get
Although it looks like caused by dispart command, you may do the following:
- Test your hardware (HDD specifically) using the F2 options (Run-in test, HDD test, etc...) -> here is how to do it >> https://www.youtube.com/watch?v=6JXUp43ahHA
- The idea of the hardware F2 check is to rule out hardware failure
- Let me know the results of the HDD check
If the HDD is not the cause of the problem but the dispart command, please read the attached PDF above and create bootable USB drive to boot from it it and reinstall Windows on this machine.

Yes, unfortunately the HDD is dead. This is the root cause of the issue.
Since this is faulty HDD/hardware component, you will probably not be able to recovery your files. If you want to attempt data recovery, please let me know and I may post additional instructions but no guarantee they will work due to the read failure.
- The PC is out of warranty - you will need to buy a new one and replace the corrupted disk on your own.

You can buy HDD or SSD from online or local tech stores, and replace it on your own or contact HP Authorized Service center for assistance. Refer to the product model service manual >> http://h10032.www1.hp.com/ctg/Manual/c04823617
Last part - once you replace the faulty HDD component - you will need to reinstall back your operating system
