I have 2 EliteBooks that will not boot. They just have blinking power and caps lock buttons. Nothing on the screen.
I tried holding the power button for 15 seconds - no luck. I fully charged one and let one completely drain then plugged them in and tried again - same issue. Any suggestions?

Hello AdamE01,
Before or upon booting, try holding down Windows Key + B (Or V) and wait for a BIOS update screen. Proceed with the update.
Also try a hard drive test:
- Repeatedly press Esc upon startup
- Select F2 (System Diagnostics)
- Select the desired language
- Navigate to component tests
- Select hard drive

Thanks, but that did not work. Maybe I shouldn't have used the word 'boot'. It won't turn on at all, so I can't get to the bios. It is also activating the speakers as I can hear it buzzing on and off with the flashing power button.

Well, the computer seems to turn on because of the blinking and the speaker sound so this usually can mean a corrupted BIOS or a failing hard drive.
So you can use the Windows key + B to update the BIOS but are you sure you can't access the HP Startup Menu which is done by repeatedly pressing Esc upon startup?
The display may have broken.
Are there any beep codes you can hear?
