Microsoft Windows 10 (64-bit)

Laptop was working fine.  Plugged it in, charging light comes on, hit the power button, it lights up but no screen.  Tried holding power button for 15 second, it goes off.  Tried letting the batter drain, plugged AC in (charging light comes one) hit the power button, nothing.  One weird thing, to drain the battery it literally took about 4-5 for it to drain and for the power button to go off.  When i opened up the case, I can see the fan is not turning on.  Could the fan not turning cause the screen not to come on?  

i am to the point of tossing this in the trash but decided to give this forum a try
