I understand while updating windows you got a Fatal error C0000022 on your PC.
Don't worry I'll try to help you out.
What is the product number of your product? Use this link to find it: http://support.hp.com/us-en/document/c03754824
Did you make any software or hardware changes to your PC?
Did you manually download and install the windows update?
Try performing a system restore on your PC and then try running the windows update again.
Refer this article to know how to perform a system restore on your PC.
Most probably the issue occurred because the Windows Update failed to download/install correctly.
It may be due to some 3rd party interference or just because of faulty/buggy update from Microsoft - happens occasionally.
1. Please, shut down the computer using the power button
2. Power it on.
3. Keep tapping the F2 key on your PC system diagnostics screen would open.
3. Perform System Test >> Quick test.
Refer this article to know more information about system diagnostics.
Depending on the test results, if all the test passes, I would suggest you perform a system recovery. Doing this will wipe off everything and set the computer back to the original factory conditions. So, please remember to back up your data before initiating system recovery. If for some reason the recovery fails. The only other way to install Windows would be to order the recovery media for your laptop and using the recovery media you can install Windows. You can check if the recovery media is available online on www.hp.com/drivers by entering the exact model no. of your laptop. To find the exact model no. click here: http://hp.care/2bygf7l
Otherwise, you could also reach HP phone support to order the recovery media. If your product is out of warranty, please choose paid options to get the tech support number.

Hi @scorpiotimes2,
Thanks for the update,
I would suggest here is wait for the system restore to get completed and don't turn off the PC while it's been run. Once done, the computer will automatically restart and then you can check if it boots to the desktop or not.
If you are still having issues after performing system restore, I would then suggest to perform a System recovery on the PC, doing this will wipe off everything and set the computer back to the factory settings.
So, please remember to back up your data before initiating system recovery. If for some reason the recovery fails. The only other way to install Windows would be to order the recovery media for your laptop and using the recovery media you can install Windows.
