After 3 attempts pops up... system disabled [I 630648691] HP wants me to pay $200.00 to reset, can anyone please help me? Thank you!

Check the halt code you've posted is correct as it should be only 8 digits long - if the last character is actually a' ]' then.

 

Enter  72942269

Thank you DP-K. I entered 54639626 and it let me in but now says No bootable device insert boot disk and press any key. Unfortunately I do not have a disk and also no place to insert one. I THANK you for you help. I do not know what to do now. Thank you!

Regarding reinstalling Windows 10, you can create a bootable usb flash drive and perform a clean installation as detailed in the guide on the following link.  Note: At the activation screen, select 'I don't have a Product key' - Windows will activate automatically once the installation has completed.
