Check the halt code you've posted is correct as it should be only 8 digits long - if the last character is actually a' ]' then.

Regarding reinstalling Windows 10, you can create a bootable usb flash drive and perform a clean installation as detailed in the guide on the following link. Note: At the activation screen, select 'I don't have a Product key' - Windows will activate automatically once the installation has completed.
