Product: 1040 G3
Operating System: Microsoft Windows 10 (64-bit)

I bought a laptop second hand and cannot add usb as a boot option as the bios is locked with a password.  What are my options?  Thank you

Quite frankly, your best option is to return it for a refund -- as there is no way to reset the BIOS password on your own and HP does not do BIOS password resets.  It's generally a BAD idea to buy used laptops for this reason.
