On start up login screen appears (nice photo) but the window to input a PIN or Password no longer appears and the mouse and keyboard do no operate, they have no power getting to them. There is an airplane in the lower right corner. It stuck in this format and locked up.
I have shut down, disconnected power, restarted many times but no change.
I have shut down, restarted and tapped F2 & F10, performed dianostic test but no errors. Mouse and Keyboard does work during that time.
Nothing is unlocking the login screen. Any help will be appreciated.

To provide you with an accurate solution, I'll need a few more details:
Have you tried to boot into Safe mode and remove the check from Safe boot?
In the meantime, let's try these steps here:
Perform a Hard reset on the notebook: A power reset (or hard restart) clears all information from the computer's memory without erasing any personal data. Performing a power reset might fix conditions such as Windows not responding, a blank display, software freezing, the keyboard stops responding, or other external devices locking up.
Next thing, I would suggest here is to Press the power button to restart the PC and start tapping Esc key continuously until you see the Startup Menu - On the Startup Menu - Press the F10 key to enter into Recovery mode - If prompted, select your keyboard layout, then from the Choose an option screen, click Troubleshoot - Click Advanced options - Startup Settings > Restart. Choose the safe mode option you want from the Startup Settings menu:
Press the Windows + R - Type in msconfig - On the top click on Boot - Remove the checkbox next to Safe boot. Click on Apply and OK. Restart the PC and now check if you get the password prompt.
