The Windows product key is in your PC's BIOD firmware and reinstalling Windows or a new hard drive will not remove it.

 

As a matter of fact, if you want to view the Windows product key in your PC's BIOS, you can install the free Showkey Plus app from the Microsoft Store and it will show you the Windows 10 OEM product key.
