Dear Customer ,
Greetings for the day!!!
ISSUE- notebook doest boot after HP LOGO keeps looping.
We would request you to keep the notebook off for a while without charger in case to release any static charges .
Then if issue persists
please try getting into bios menu
steps as below:
1.press the power button keep tapig ESC withing 5secs it takes you to START UP MENU from where you need to select F2 system diagnostics.
2. in Order to isolate if the notebook has OS or HDD issue we need to run doagnostics .
please select COMPONENT TEST - STORAGE TEST - both quick and extensive
if passed - perform recovery using F11 from START UP MENU
*NOTE - IN CASE OF SYSTEM RECOVERY YOU WILL HAVE ONLY WIN AND BASIC DRIVERS LEFT ON THE NOTEBOOK
If in case the storage test fails please contact the HP REP from country support they will be able to provide you best solution available based on notebook details.

Hello,
Force shut down the unit and try to power on. and check if boots up fine.
if not try booting up in bios and do a bios defaults.
then try getting into safe mode.
Boot into BIOS and run HDD test.
Check if the HDD is getting detected, if not reseat the HDD.
Try with a good known HDD.
