Great using another computer please download the Windows 10 Media Creation Tool from the link HERE.
Once that is download you will need a USB Flash Drive at least 8GB in size. Plug that into the computer and backup ANY data on the drive as it will format it and any files on the drive WILL be deleted.
Run the Media Creation Tool, accept the licease, select "Create Installation Media (USB flash drive, DVD, or ISO file) for another PC", Leave all settings default on the Select Language screen and select next, Select USB flash drive and select next, Select your USB flash drive and select next.
From there it will download a copy of Windows 10 and put it on the flash drive for installation on another device. In this case your laptop that had its hard drive replaced. Let me know once this is done and we can continue with the installation of WIndows 10. I will create a zip file containing all the drivers for your computer and give you the link to download.

I have also discovered that you can purchase a recovery media from HP to restore this computer to like the factroy OS.
that is up to you if you want to do that but it is actually the easist way to restore the OS and all the drivers and programs that go with it. If you still want to go with the manual installation of WIndows 10 we can.
