Had a Hard Drive booting error 3f0 after installing (unsuccesfully) Windows 7 Ultimate x64 after Ubuntu 16.10 LTS.

Cannot access OS, or GRUB (Boot Manager). Can boot OS via Boot from EFI feature.

Which OS can you boot? Linux? Sounds like the hard drive needs to be replaced. Can you get into F2 diagnostics as you boot up to run the hard drive check?

HP Recommended

Yes, I can boot Ubuntu, but only with UEFI Hybrid settings in BIOS, 'cos it's provides to use boot from EFI.

HP DIsk Cheker, in fast mode, tell's that's everything's OK.
