After following the instructions seen here

for restoring the BIOS from a recovery flash drive, I have gotten a new error message: "boot device not found"
I then read these pages.

Following the instructions on the second page, I pressed F2 to run a diagnostic test. The results:
SMART check: PASSED
Short DST : FAILED
Failure ID : RU737X-7G4A2N-MFPV6K-6OX2O3
Prompted to go the website
www.hp.com/go/techcenter/PCDiags
for what this code means. There was nothing available on the link

Used virtual assistant which pointed to the community support forums.

Hi:
The 24 character error code translates to one word...Failed.
That leaves us nothing to go on.
99.9% of the time you get one of those 24 character failure ID codes for the hard drive, it means the drive needs to be replaced and the operating system reinstalled.
Consult the service manual for your notebook's model series for the hard drive removal and replacement procedure.

Thanks for responding. Is all the data on the hard drive lost? I may have other questions about how to proceed tomorrow. Is there any further information you would like?
To think all I did was "update and restart windows" last week and now *poof* bad hard drive....

A couple of other things I need to know so that I can help you with getting this fixed.
1. The full model number or product number of your notebook. Use this guide to find that info.

2. If it was not running W10, what operating system was it running?
The above two bits of info will allow me to provide you with the service manual, and possibly a free way to reinstall Windows.
Data recovery from the hard drive...probably not possible, but you could toss a few bucks at the problem by purchasing a SATA to USB adapter, plug one end into the hard drive, and the other end into a working PC's USB port and see if you can read and copy the data from the hard drive to the PC.

Sorry for the delay in responding. Things have been hectic being the last weekend before my country's lockdown.

Windows 8.1 (64bit)
Before signing into HP Community Support today I ran the tests available in HP PC HARDWARE DIAGNOSTICS UEFI.
These are the results.
Memory Test : PASSED
Hard Drive Extensive Test
SMART Check : Passed
Long DST : FAILED
Failure ID : RU737X-7G4A2S-MFPV6K-619SO3
Could you tell me what this Failure ID means as well? I keep fulling out the correct fields on this page

You're very welcome.
You would think that the 24 character failure ID code would zero in on exactly what the issue is, but all it decodes to is: Hard Disk 1 Full Test Failure.
We are not allowed to post the utility to decode the report because it provides the serial number of the notebook, and the posting of serial numbers is not permitted on this forum.
The drive will need to be replaced.
Below is the link to the service manual where you can find the hard drive removal and replacement procedure.

You can replace the drive with any 2.5" x 7.0mm drive you want.
You may want to consider replacing the drive with a better performing, normally more reliable solid state drive. SSD's have no moving parts.
SSD's cost more than a traditional mechanical hard drive, so you may have to buy one such as 500 GB to keep the costs within reason.
After you replace the hard drive, you can reinstall W8.1 for free as follows...
Using another working Windows PC, download the plain W8.1 x64 ISO file from the link below.
https://www.microsoft.com/en-us/software-download/windows8ISO
Use the Microsoft tool that I zipped up and attached below that you will need to transfer the ISO file to a DVD or USB flash drive, so that it is bootable, or you can use another free utility like Rufus to do the same.
After W8.1 has completed installing, you can install the drivers and available software from your notebook's support page.
