HP EliteBook 2760p Tablet PC

HP 2760P tablet currently has a Windows 7 Ultimate 64 bit OS. I selected 32 bit above because there is not Win 7 64 bit in the list. I am trying to upgrade the OS to Win 10 PRO. I use an external CD ROM connected to a USB port. The Win 10 file won't open. I tried to change the boot sequence from HDD to CD ROM or USB Device. But the updated BIOS does work that way. Now how to upgrade the Win 7 to Win 10 is my question. Any help will be appreciated.

I actually opened the HP Boot Menu by clicking Esc during startup. I pressed F9 and then selected USB CD ROM. But the laptop does not go to the USB CD ROM to boot; it is still booting in a regular manner to open the Windows 7 from the HDD. I wonder why the USB CD ROM don't respond. I need help from all the experts or friends who are more knowledgeable.
