K so i was reseting my Laptop and it failed than it want in this loop it keep saying HP

You should have come here and asked about this before you did this -- as the Stream models can not perform a built-in reset since their 32GB "drive" does not have nearly enough free space to complete successfully.
To do the reset, you have to use external media.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
