Hi @PRESTONPRO73848,

Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

It sounds like your HP laptop is stuck in a boot loop, potentially caused by a failed or interrupted Windows update or installation. Here's how to resolve this issue.

Perform a Hard Reset

  1. Turn off the laptop by pressing and holding the power button for 10-15 seconds until it shuts down.
  2. Disconnect all external devices (USB drives, printers, external monitors, etc.).
  3. Unplug the charger and, if possible, remove the battery (if the battery is removable).
  4. Press and hold the power button for 15 seconds to drain residual power.
  5. Reconnect the charger (and battery, if removed) and try powering it on.

Access Safe Mode

Interrupt the Boot Process:

  • Power on the laptop and wait until it begins booting.
  • Press and hold the power button to force it off as soon as you see the HP logo or Windows logo.
  • Repeat this process 3 times. On the 4th restart, the laptop should enter Windows Recovery Environment (WinRE).

Choose Advanced Options:

  • Select Troubleshoot > Advanced options > Startup Settings > Restart.
  • When the Startup Settings menu appears, press 4 to boot into Safe Mode.

If Safe Mode works:

  • Go to Settings > Update & Security > Windows Update > View Update History.
  • Uninstall the most recent updates or problematic drivers if applicable.

Run a Startup Repair

  1. Boot into WinRE as described above.
  2. Choose Troubleshoot > Advanced Options > Startup Repair.
  3. Follow the on-screen instructions and let Windows attempt to fix itself.

Use System Restore

  1. In WinRE, select Troubleshoot > Advanced Options > System Restore.
  2. Select a restore point created before the issue started.
  3. Follow the prompts to restore your system.

Reset Your PC (if necessary)

  1. If the above steps fail, go to Troubleshoot > Reset this PC.
  2. Choose whether to keep your files or remove everything.
  3. Follow the prompts to reinstall Windows.

Boot from Windows Installation Media (if all else fails)

  1. Create a bootable Windows USB using another computer:
    • Download the Windows Media Creation Tool from Microsoft's website.
    • Use it to create installation media on a USB drive.
  2. Insert the USB into your laptop and boot from it:
    • Access the boot menu (usually by pressing Esc, F9, or a similar key during startup).
  3. Select Repair your computer > Troubleshoot > Advanced Options.
  4. Use tools like Startup Repair or reinstall Windows if necessary.

I hope this helps.

Take care and have a good day.
