Hi @PRESTONPRO73848,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
It sounds like your HP laptop is stuck in a boot loop, potentially caused by a failed or interrupted Windows update or installation. Here's how to resolve this issue.
Perform a Hard Reset
- Turn off the laptop by pressing and holding the power button for 10-15 seconds until it shuts down.
- Disconnect all external devices (USB drives, printers, external monitors, etc.).
- Unplug the charger and, if possible, remove the battery (if the battery is removable).
- Press and hold the power button for 15 seconds to drain residual power.
- Reconnect the charger (and battery, if removed) and try powering it on.
Access Safe Mode
Interrupt the Boot Process:
- Power on the laptop and wait until it begins booting.
- Press and hold the power button to force it off as soon as you see the HP logo or Windows logo.
- Repeat this process 3 times. On the 4th restart, the laptop should enter Windows Recovery Environment (WinRE).
Choose Advanced Options:
- Select Troubleshoot > Advanced options > Startup Settings > Restart.
- When the Startup Settings menu appears, press 4 to boot into Safe Mode.
If Safe Mode works:
- Go to Settings > Update & Security > Windows Update > View Update History.
- Uninstall the most recent updates or problematic drivers if applicable.
Run a Startup Repair
- Boot into WinRE as described above.
- Choose Troubleshoot > Advanced Options > Startup Repair.
- Follow the on-screen instructions and let Windows attempt to fix itself.
Use System Restore
- In WinRE, select Troubleshoot > Advanced Options > System Restore.
- Select a restore point created before the issue started.
- Follow the prompts to restore your system.

Reset Your PC (if necessary)
- If the above steps fail, go to Troubleshoot > Reset this PC.
- Choose whether to keep your files or remove everything.
- Follow the prompts to reinstall Windows.
Boot from Windows Installation Media (if all else fails)
- Create a bootable Windows USB using another computer:
- Download the Windows Media Creation Tool from Microsoft's website.
- Use it to create installation media on a USB drive.
- Insert the USB into your laptop and boot from it:
- Access the boot menu (usually by pressing Esc, F9, or a similar key during startup).
- Select Repair your computer > Troubleshoot > Advanced Options.
- Use tools like Startup Repair or reinstall Windows if necessary.
I hope this helps.
Take care and have a good day.
