Hi @SeairaK,

Welcome to The HP Support Community.

Thank you for posting your query, I will be glad to help you.

I understand you are facing an issue with your HP Stream 14-cb172wm laptop powers on and displays the HP logo but gets stuck on a black screen instead of booting up, this suggests a potential issue with the operating system, boot configuration, or hardware. Follow these steps to troubleshoot:

Please try the following Troubleshoots steps.

1.    Turn off the Unit.

2.    Disconnect the AC adapter.

3.    Remove any discs from the disc drive.

4.    Remove memory cards from the card reader slot.

5.    Disconnect all nonessential peripheral devices, such as printers, scanners, external hard drives, and USB flash drives.

6.    Disconnect the AC adapter press and hold the power button for approximately 15 seconds.

7.    Reconnect the AC adapter, and then turn on the computer.

Step 2

Turn off the unit and please press and hold the Windows key + letter B key and the power button together for 30 seconds after 30 seconds, 1st release the power button but keep holding the Windows key and B key for ten more seconds and then release these two keys If done correctly, you will see the display flashing once. Please attempt it thrice as this step and Restart the unit

Step3

The unit has to be turned off, Press Win+ V while holding these two keys then Press the Power button, continue to hold all three keys for 30 seconds and then release the Power button first and then release these two keys Please attempt it thrice  and then you may get a Pop-Up CMOS Check and it will restart the unit

Even if you don't get a Pop-up restart the unit manually after 3 attempts.

After the above  troubleshooting steps if the unit  turns on

Step 1: Perform a Hard Reset

  1. Power off the laptop completely.
  2. Disconnect the AC adapter and remove any attached peripherals (USB drives, etc.).
  3. Press and hold the power button for 15 seconds to drain any residual power.
  4. Reconnect the AC adapter and try powering on the laptop.

Step 2: Check for Error Messages

  • Watch the screen closely during boot. If any error messages or codes are displayed (e.g., “No Boot Device Found”), note them down for reference.

Step 3: Boot into Safe Mode

  1. Turn off the laptop.
  2. Turn it back on and repeatedly press the F8 key (or Esc followed by F11) until the Advanced Startup Options menu appears.
  3. Select Safe Mode from the menu.
    • If Safe Mode works, there may be a software or driver issue causing the problem. Try uninstalling recent updates or drivers.

Step 4: Run Diagnostics HP PCs - Testing for hardware failures

  1. Restart the laptop and repeatedly press the Esc key.
  2. From the startup menu, press F2 to open System Diagnostics.
  3. Run the Startup Test and Hard Drive Test to check for hardware issues.

Step 5: Reset the BIOS

  1. Power off the laptop.
  2. Turn it back on and press Esc, then F10 to enter the BIOS setup.
  3. Locate the option to Restore Defaults or Reset BIOS, then save and exit.
  4. Restart the laptop to see if it boots.

Step 6: Perform a System Restore

If you can access Safe Mode or Advanced Startup Options:

  1. Select Troubleshoot > Advanced Options > System Restore.
  2. Choose a restore point from before the issue began.

Step 7: Create a Windows Recovery USB

If the above steps don’t work, you might need a recovery drive:

  1. Use another computer to download a Windows 10/11 installation file from Microsoft's website.
  2. Create a bootable USB drive using the installation file and tools like Rufus.
  3. Insert the USB into your laptop, boot from it, and select Repair your computer > Troubleshoot > Startup Repair.
