If you remove all devices from the USB and Type-C ports, it works. For now, I've found this temporary solution.

Thank you so much. I tried it, and it really does work. I use a wireless mouse with a USB receiver, and the receiver was always plugged in. After removing it, I was able to enter the BIOS. Once I entered the BIOS, I can put the receiver back in and configure the BIOS using the mouse.
