Hello, I have a HP EliteBook 860 16 inch G10 Notebook PC that randomly never powers back on and I have to always take the battery out and put it back in to boot up. Is there a permanent fix to this actually or will I have to always take the battery out?

There can be many possible causes.
The battery could be reaching the end of its service life.
Most people get two to three years out of a laptop's battery, but not everyone does.
Your laptop has an RTC battery that provides the current to the BIOS chip which holds all of the BIOS settings.
It may be near flat and need to be replaced.
