I understand you're experiencing an issue where your HP Notebook's keyboard is disabled during the Windows 11 startup, preventing you from entering your password. The digital pad works fine, but the virtual keyboard is also disabled. Let's go through some steps to troubleshoot and resolve this issue:
 

Step-by-Step Troubleshooting

Check External Devices:

  • If you have any external keyboards or other USB devices connected, unplug them and try restarting your laptop to see if the built-in keyboard starts working.

Use an External USB Keyboard:

  • If you have an external USB keyboard, plug it into your laptop and try using it to enter your password. This will help determine if the issue is with the internal keyboard.

Access BIOS/UEFI:

  • Restart your laptop and press the Esc key repeatedly or F10 during startup to enter the BIOS/UEFI settings.
  • Check if the internal keyboard works within the BIOS environment. If it does, the problem is likely with Windows.

Enable Virtual Keyboard:

  • If you can log in using the digital pad or an external keyboard, go to Settings > Accessibility > Keyboard and enable the On-Screen Keyboard.
  • Alternatively, you can press Windows + Ctrl + O to enable the On-Screen Keyboard.

Update Keyboard Driver:

  • Once logged in, right-click on the Start button and select Device Manager.
  • Expand Keyboards, right-click on your keyboard device, and select Update driver. Choose Search automatically for drivers.

Uninstall and Reinstall Keyboard Driver:

  • In Device Manager, right-click on the keyboard device again and select Uninstall device.
  • Restart your laptop. Windows should automatically reinstall the driver.

Check for Windows Updates:

  • Go to Settings > Update & Security > Windows Update and check for updates. Install any available updates.

Check Keyboard Language Settings:

  • Go to Settings > Time & Language > Language & Region.
  • Ensure your keyboard layout matches your physical keyboard.

Boot into Safe Mode:

  • Restart your laptop and press F8 or Shift + F8 repeatedly during startup to enter Safe Mode.
  • In Safe Mode, check if the keyboard works. If it does, there might be a conflicting startup program or driver.

Perform a System Restore:

  • If the keyboard issue started recently, you can perform a system restore to revert your laptop to a point where the keyboard was working correctly.
  • Go to Settings > System > Recovery and select Open System Restore.
