It is not clear what the problem is.

Can the computer boot up into Windows and with the mouse and keyboard working OK?

If you tap the F10 key after powering on can you get into the BIOS such as setting the date and time?  The keyboard should work in the bios and possibly the mouse but some bios only recognize the keyboard.

Can you tap the esc key after powering on and then press F2 to run diagnostics?

At what point does the keyboard fail?

There is a new version of diagnostics you can install

HP releases newer UEFI diagnostics periodically.
When you select F2 during boot you are requesting UEFI diagnostics.
There is an updated diagnostics package here
https://support.hp.com/us-en/help/hp-pc-hardware-diagnostics
Look for the phrase 'issues outside the OS',
Expand the'+'symbol and click the DOWNLOAD button.
The version of the UEFI diagnostics is shown at the left of that DOWNLOAD button.
When you press F2 to run diagnostics please ensure the version is the new one.
