I spoke too soon. After a day or two of success my notebook reverted back to square one. I cannot shutdown or restart normally. My desktop will not automatically refresh.
So I tried to update the drivers per your instructions of 5-3-22.
- I clicked on the link to support.hp,com ......
- I as informed that my version was out date and advised me to uninstall the current version and upload the newest version. I uninstalled and then tried to upload version 9 which sent me to the Microsoft store[see photo] , but I could not find anything that looked like HP Support Assistant.
- I proceeded to the link for support.mictrosoft.com .....
- The file checker tool ,SFC.exe, would not runI
- I entered Check for Updates in the search bar, which took me to Setting>Windows Update
- I clicked on Check for Updates ....Result :"You're Up To Date" optional driver updates were offered[see phone0 I was not sure which ones I should try. I STOPPED
Really stuck

Oh no! We’d hate for you to be stuck with a product, which does not work.
You can select any intel driver option as the date and the version is the same for all. Along with that, you can install the Realtek driver.
Also, here is a link that will help you download and install HP Support Assistant application: https://support.hp.com/us-en/document/ish_3152513-2896757-16
Let me know how it goes.
Thanks!

After I downloaded all available intel drivers , I successfully "Restarted" the notebook. The notebook now successfully "shutdowns".. The restart function did not work during the next several attempts, however both the shutdown and restart functions are working properly and the desktop is automatically refreshing..
Sometimes when I start up a random file or app appears, usually one of the last things that I had open before shutting down. I am careful to close all open items before I shut down.
I am hesitant to say all is OK but I will let you know if new issues develop.
Once again Thank YOU!
ps hopefully I will soon be able to re-install HP Support Assistant.
I tried to download and install HP Support Assistant application but got an error massage indicating that HP has a problem. However, I been getting this type of message for a couple of weeks.
I ran HP Hardware Diagnostics. All tests passed but battery check was cancelled. I ran it again with AC power unplugged .... same result.

Thanks for your response.
I am happy to know that you are able to shutdown and restart your system. If you need any assistance related to it in the future, you can always contact us here.
Regarding the HP Support Assistant battery scan getting canceled, I would suggest you follow the steps shared below and let me know the outcome of it.
BIOS default:
- Turn off the computer and wait five seconds.
- Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
- On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
- Press F10 to Save and Exit.
- Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
- Follow the prompts to restart your computer. If the issue persists, follow next steps.
You can also perform the battery-related steps using the link here and let me know the outcome of it: https://support.hp.com/us-en/document/ish_2268927-1713329-16

The solutions listed all worked. However, after a while, the problems return. If I update the Bios and do a Clean Reboot everything works again (for a while).
Thanks for the assistance, but frustration got the best of me: I bought a new laptop.
