Laptop and External USB-C monitor keeps waking up each other

HP Recommended
Spectre x360
Microsoft Windows 10 (64-bit)

My Spectre laptop is connected to external monitor using USB-C, which is also charging the laptop.

After 10 minutes of inactivity, the monitor goes to idle state. Then after few seconds I hear the system sound "Device Disconnected", but after a minute or so I hear "Device Connected", the monitor wakes up with native menu without signal from laptop, then it go idle again in infinite loop.

Any ideas how to prevent it?

Event Viewer System Logs does not contain any entry in this time range.
