@Ray405, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand your HP laptop is not turning on, and you're seeing a blinking Caps Lock light. You've already tried several troubleshooting steps, so let's go through a few more targeted actions to help resolve this.

Understanding the Issue

The blinking Caps Lock light is often an indicator of a hardware error. The number of blinks can help identify the specific issue. For example:

  • 1 blink: CPU issue
  • 2 blinks: BIOS corruption
  • 3 blinks: Memory (RAM) issue
  • 5 blinks: System board issue

Please count the number of blinks in a repeating pattern and let us know.

Recommended Troubleshooting Steps

Step 1: Perform a Hard Reset

This helps drain residual electrical charge and can often resolve startup issues.

For laptops with a removable battery:

  1. Turn off the laptop and disconnect all peripherals.
  2. Remove the battery and unplug the power adapter.
  3. Press and hold the Power button for 15 seconds.
  4. Reinsert the battery and plug in the power adapter.
  5. Try turning on the laptop.

For laptops with a non-removable battery:

  1. Turn off the laptop and disconnect all peripherals.
  2. Press and hold the Power button for 15 seconds.
  3. Plug in the power adapter and try turning it on.

Step 2: Check for Blink Codes

Count the number of Caps Lock blinks in a repeating pattern. This will help identify the hardware component causing the issue.

Step 3: BIOS Recovery

If the blink code indicates a BIOS issue (usually 2 blinks), try recovering the BIOS.

  1. Turn off the laptop.
  2. Press and hold Windows + B keys, then press and hold the Power button for 2-3 seconds.
  3. Release the Power button but continue holding Windows + B for another 10 seconds.
  4. If the BIOS recovery screen appears, follow the on-screen instructions.

Step 4: Reseat the RAM (if comfortable)

If the blink code indicates a memory issue (3 blinks), reseating the RAM might help. If you're comfortable opening the back panel, remove and reinsert the RAM modules.

I hope this helps.

Take care and have a good day.
