My sibling's laptop has failed to boot suddenly, now it goes to a black screen and the caps lock indicator blinks. It blinks 3 times with a long pause between each, as well as 2 times with a short pause. I saw a document explaining that reseating the memory is a fix for this issue, but I don't feel like taking the entire laptop apart unless unavoidable. Any alternative options you might recommend?

I understand that your HP notebook is not working correctly. I appreciate your efforts to try and resolve the issue. If you have already performed the steps from the document HP Notebook PCs - Computer Does Not Start: https://support.hp.com/in-en/document/c01997899, No Power or no Boot and the issue persists, it could be a hardware failure.
