I have an hp laptop 15-dy2031nr and it is stuck on the startup screen where it says hp and has a spinning circle. I have tried the following:
1) Powering off the laptop and powering back on
2) Removing the battery and adapter, holding down the power button for 30 seconds, putting the battery back in and attaching the power adapter, powering back on
3) Running all diagnostic tests (symptom tests, system tests, component tests) and all passed
4) Updating date/time (They were off by 2 days)
I don’t know what else to do and haven’t found any other suggestions online.

It sounds like you've already gone through some key troubleshooting steps, but since the issue persists, let's try a few more things to get your HP laptop unstuck. Here's a list of additional steps to follow:
Try a Hard Reset
Disconnect the power adapter and remove the battery (if possible).
Press and hold the power button for 30 seconds to drain any residual power.
Leave the battery out, and plug the power adapter back in.
Try turning the laptop back on.
Sometimes it helps to leave the battery out while the power is off entirely before attempting to power on again.
Boot into Safe Mode
Shut down the laptop completely by pressing and holding the power button for 10 seconds.
Once it's powered off, turn it back on and immediately press the Esc key repeatedly until the startup menu appears.
In the startup menu, press F11 for System Recovery.
In the recovery environment, go to Troubleshoot > Advanced Options > Startup Settings.
Restart the computer and press F4 to boot into Safe Mode.
If your laptop boots in Safe Mode, you can troubleshoot further by uninstalling any recently installed programs or drivers that could be causing the issue.
Perform a System Restore
If you can access the Advanced Options as mentioned above:
Go to Troubleshoot > Advanced Options > System Restore.
Choose a restore point before the issue started happening.
This will roll back any recent changes that might have caused the startup issue (like updates or installations).
Run Automatic Repair
If you’re still in the Advanced Options screen:
Go to Troubleshoot > Advanced Options > Startup Repair.
Let Windows try to automatically repair any startup issues it detects. This can sometimes fix problems that prevent the computer from booting properly.
Check for BIOS or UEFI Issues
Try resetting BIOS settings:
Inside BIOS, reset it to default settings (usually there's an option for "Restore Defaults" or "Load Optimized Defaults").
Save and exit BIOS, then try to restart the laptop.
If you're able to get into BIOS, also check if the boot order is correct (the hard drive should be listed as the first boot device).
