Probook 650 there are 5 versions, from G1 to G5.
which Gx is yours ?
when you see the message "ME UNLOCK IS FORBIDDEN IN PROTECTION MODE " ?
during the power-on sequence or when WIndows 10 is running ?
more clear details you provide , more the chance to have someable the would try to give you an help.
if English is not your language, use a translator , I do it often.

I see this message after pressing the power key
i tried to press the (windows) key +( B )letter and then press power key to reset BIOS and it did not work ?????
also i tried to press any key after i show the message but nothing happened just shutdown .

usign google I found some people had your same issue , years ago.
In one case the solution was "keyboard replacement".
How don't you if you are able to try to open the notebook and try to disconnect the keyboard and see what happens.

I completely removed and cleaned all the laptop parts and then take it back carefully.
after that, the laptop worked normally but very slow
so it is good news (:

but I faced another problem ...

I tried to update the BIOS very carefully step by step but after the update, the windows request a restart then I faced a big problem the laptop does not work at all
just flashing light for 1-3 seconds.
I did a lot of things to recover the laptop and see many videos finally, I found a solution for that on google.
so, I removed the battery and the charger plug and (the small battery) on the motherboard for more than 18 hours.
after that, I pressed on windows key + B letter and reconnect the charger plug (only)
the laptop shows me a message
The (CMOS REST 502) for 30 seconds and shutdown.
???
after that I just disconnected the charger plug for 10 minutes then I reconnecting the charger plug again the laptop starts to update BIOS and start windows and worked normally.
now I turned off the laptop and reconnect the small battery and the normal battery
but I go back to the same problem after I reconnect the small battery just flashing light for 1-3 seconds and shutdown.
so I don't know what happened ???????????????????
I wrote everything to hope it is helpful for the others
