Product: ProBook 650
Operating System: Microsoft Windows 7 (64-bit)

at boot up in the top left hand corner the message "ME Unlock is forbidden in Production Mode" pops up in white letters, stays up for a few seconds, then the laptop just shutdown.

I had the same error message (ME UNLOCK FORBIDDEN IN PRODUCTION MODE) on a HP ProBook 650 G1. I replaced the keyboard and now it works fine.
