HPWMISVC, hp support assistant, hp software framework service & the following ones by Intel - Capability Licensing Service Interface, capability licensing service tcp ip interface , content protection heci service, HD graphics control panel service, integrated clock controller service . I just want simple answers if the above services are safe to have active, necessarily/recommended and wont slow down the laptop or if i should disable them..

I understand you are looking for information on Msconfig services running on your PC. I'll be really glad to help you with this,
After reviewing your post, these are the services which are required to run, leave them to their default state and windows will decide and this will definitely not slow down the PC. I would suggest you don't need to disable them.
