My laptop will not boot up and I’ve use the F11 Key tells me to wait. I’ve been waiting for eight hours nothings happened still have black screen how do I reboot factory reset

I understand that you are unable to boot correctly.
In that case, I would suggest you perform the hard drive test and check.
1) Shutdown the computer.
2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3) Press F2 once.
4) Go to Component test.
5) From the list, run the Hard Drive (extensive) test.
If the test is passed, you have to perform the recovery.

Thank you for the failure code.
According to the failure code. The issue with the hard drive.
I would suggest you please contact our phone support and check for the issue.
Here is how you can get in touch with phone support.
1)Click on this link - www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
