HP has a document explaining the blink codes.

HP Notebook PCs - Computer beeps or a light blinks during startup | HP® Support

HP laptops come with at least 1-year warranty. Contact HP or local HP Service partner and have them repair the laptop.

If this is a brand new computer with only a couple of days since you bought it, HP has a DOA policy (2 weeks?) where they replace the laptop with a new one instead of repairing the laptop. Contact the place you bought it from if this is the case.
