Soo i had my phone plugged into a usb port to leave my phone charging but when i hit restart on my phone as it was being a little slow the hp laptop just blinked off. no charge light, nada. i really don't know what to do and holding the power button doesn't do anything, pls help.

Sounds like you were using your laptop to charge your phone, right?
Was the laptop plugged in when you were doing that?
And, were you monitoring the battery level on your laptop at the time?

Yes, that's possible -- but slowness is not due to battery power, or the lack thereof; instead, slowness is due to a failing drive.
So, how slow is it, and is it still slow now?
