I looked at:
https://support.hp.com/us-en/drivers/selfservice/hp-elitebook-2730p-notebook-pc/3784558
and did not find either an option to download Windows Vista or to purchase a copy directly from HP.
I looked at: http://www.computersurgeons.com/m-93-hp-pavilion-notebook-pc.aspx
but I'm not sure if the downloads they offer for sale will be compatible with your computer.
Note that Microsoft stopped all support for Vista, as of mid-April 2017.
So, I recommend that you find a copy of Windows 7 or Windows 8, and install a "supported" operating system.
Maybe, installing the UBUNTU variant of the Linux operating system will work for you?
It is free software, and it includes a copy of LibreOffice (functions similarly to Microsoft Office).
It functions quite well on computers originally shipped with Microsoft Vista.
However, given that VIsta was released in April 2007, and Windows 7 was released in January 2010, your computer was manufactured between those dates. So, your computer is over 7 years old -- time for it to be "responsibiy recycled", and replaced by a new computer, because, like 7-year-old automobile tires, it is going "bald".

>> Everytime my notebook overheat it will take days before it open i thought reformatting is the solution
Your notebook should not overheat, unless it is very dusty inside, which prevents the hardware that is supposed to remove the hot air from working efficiently, or unless the CPU-fan has failed.
When it overheats, depending on the room temperature, it should not take "days" to cool down.
I doubt that reformatting will stop the overheating.
In the last year or two, one gigantic problem with Vista is that Windows Update can take OVER A WEEK of continuous CPU-usage to identify what security-updates need to be selected. If you have a "dual-core" CPU, your average-CPU for that week will be 50% -- either one core at 100% and the other core at 0%, or each core at 50%. That "work" can contribute to overheating. Windows Update on Windows 7 does not have this problem.

Before installing Windows 7, give UBUNTU a test-run. You might like it, and the software is free.
> Do i need to change the battery or charge to turn it ÒN again?
You have not previously mentioned any issue with your battery. But, my answer is "probably not".
Your computer could run strictly on AC power, with the battery removed.
