I have an hp laptop that needs factory reset but it wants the previous owners pin or Microsoft code. 

How do I reset the laptop if I can't get ahold of them

In that case your only option is to reinstall Windows either via HP Cloud Recovery Tool or Microsoft Media Creation Tool.

 

The cloud recovery tool can restore the hard drive to a factory state, but I don't know if it's available for your notebook without knowing the product number (ProdID), which you can find on the bottom cover of your notebook.
