I have HP envy x360 15m-dr1012dx and I was trying to dual boot my laptop with Ubuntu 18.04 using a USB flash drive. The UEFI boot order is set to USB flash drive still it won't boot from my USB it straight up goes into Windows 10. There is no option for legacy mode anywhere in BIOS I tried to disable secure boot still it won't work. I need Ubuntu for my School Work. What should I do?

You have an additional serious problem with what you're trying to do.
If you DO succeed in installing Ubuntu in legacy mode, then when you reboot your PC, Windows will no longer boot and run. Why? Because Windows came preinstalled on this PC in UEFI mode.
To dual-boot a PC successfully, BOTH Windows and Linux must be installed in the same mode.
