OK, so it was the charger, kind of. Recently one of the fuses had gone off in the house and I left it off. Ofc the outlet I plugged in was working just fine for everything else, but not the hp charger. I plugged it in another socket and it works. So the battery was dead and charger not charging as we suspected. Thank you.
