Wish I had good news for you, but I don't -- as in my experience, this almost never works.  I had this same problem happen to me three days ago, and after retrying this three time, with it not working, I gave up and restored the PC from an image backup.

The sorry fact of the matter is what while Windows can repair some minor file system errors, it can not repair actual disk hardware errors, so it will just hang on this until you turn it off, and then, it will do the same thing over and over.

This issue is often due to a failing drive. So, let's check that first, because if it is failing, it would need to be replaced and there is no point then in doing anything else until we confirm that.

If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024

If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.
If the drive checks out OK, then report that and I can provide you options for reinstalling Windows on your PC.

Thank you

I run this test and i got a fail on

Hard Drive Short DST Check - FAILED
Hard Drive 1 - Primary HDD Bay*

Does this mean ive lost all the data and i need to buy a new drive ?

UPDATE :

I just removed the drive and put it into a usb dock and everything is there and i just transferred the lot over to my Desktop pc without any issue

I am assuming the drive is ok ?

Just cant get it to start when in the HP laptop

Unfortunately, when the diags in the  laptop say the disk is bad, there is really nothing you can do other than replace it -- even if the disk works OK in a different PC.  At least you were able to retrieve your files from the drive in the process.

I am assuming its just easy to buy a new SSD attach it to where the old drive was and use windows media tool to get a new copy of windows 10 loaded up from a boot usb ?

Thank you
