Hello,
My laptop is stuck at the login page, asking for microsoft password that does not work at all even after reseting. How can I enter safe mode while starting my laptop? I have tried F8 and holding shift while pressing restart, none of it which works.

You basically can't! SAFE mode is a Windows mode, so you have to boot into Windows to start it, and for that, you need the password.
I'm really sorry that we can not help you with this, but Community policy prohibits us from assisting you in any way with bypassing or resetting passwords.
For BIOS or power-on password resets, read this HP thread: https://support.hp.com/us-en/document/c06368824.
If you are not prepared to spend the money to get HP to replace the motherboard for BIOS password resets, you could take the PC to a local repair facility to see if they can do it for you -- but we are unable to assist in that.
For Admin password resets, you have to contact your regional HP Customer Support location directly for assistance.
