Hi @frustratedlap,

Welcome to the HP Support Community.

I'd like to help!

It sounds like your HP Spectre X360 laptop might be experiencing some issues. The blinking power light and the inability to power down or see anything on the screen can indicate a few different problems.

Here are some steps you can try:

Forced Shutdown: Sometimes, holding down the power button for around 10-15 seconds can force the laptop to shut down completely. Wait for a moment and then try turning it back on.

Check Power Source: Ensure your laptop is connected to a power source and that the battery isn't drained. Try using a different power outlet or charger if possible.

Disconnect External Devices: If any external devices (like USB drives, external monitors, etc.) are connected, disconnect them and then try restarting your laptop.

Reset the Memory (RAM): Sometimes, reseating the RAM modules can help. If you're comfortable doing this, power off the laptop, unplug it, and then remove and reinsert the RAM modules carefully.

Perform a Hard Reset: Remove the battery (if removable) and disconnect the AC adapter. Hold the power button down for about 15-20 seconds. Then, reconnect the battery and AC adapter and try turning it on.

If none of these steps work, it might indicate a more serious hardware issue. It's best to contact HP phone support or take your laptop for further diagnosis and repair.

Hope this helps! Keep me posted for further assistance.
