I have a spectre x360 13-4194dx. It was purchased in 2016. It worked great for a couple of years. A few months ago the cpu speed would go down to .39 when charging the laptop making processing extremely slow. When running on battery only it worked just fine. If you charged the laptop for too long it would shut down and not power back up. After a couple of days of unplugging the battery cable and replugging it would eventually power up. I called HP and they told me the laptop was too old and they could not help me. This seems to have been an issue for other HP customers but I have not seen a resolution. Does anyone know of a reasonable solution?

Welcome to the HP Support Community!
Are you using the original charger shipped with the computer?
I recommend you update the BIOS and the chipset driver from the below link and check if it helps.

If you continue facing the issue, I recommend you run a system test on the computer follow the steps in the below article.
