Product: Victus by HP 15.6 inch Gaming Laptop 15-fb2000 (9V7M9AV)

This laptop is stuck in a startup loop unable to load Windows.  After a few seconds, an installation error pops up:

 

"The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed." To install windows, click "OK" to restart the computer, and then restart the installation."

 

Importantly:

1) Using SHIFT+Fn+F10 does not get out of the screen. 

2) Force restarts, including the recommended 3-time 5-10 second hold on the power button, does not bring me into safe mode.

 

Prior to this, the laptop was stuck in the Windows Bitlocker recovery screen (entering the key was ineffective), and I had to turn off Bitlocker protection in the Command Center.  Once that was accomplished, repair tools in were unable to repair the PC, so I opted to reinstall Windows. Now I'm stuck in this doom loop. Would love some help.
