I have tried everything…system diagnostics tests (all passed), power down and restart several times, reset the laptop. After the HP screen it just gets stuck on the next screen and the screen goes black and it’s a spinning/blinking cursor.

That sounds really frustrating! Let's try a few more steps to see if we can get your laptop up and running.
Boot into Safe Mode:
- Restart your laptop.
- As soon as it starts, repeatedly press the F8 key until the Advanced Boot Options menu appears.
- Select "Safe Mode" and press Enter.
Check for Driver Issues:
- If you can boot into Safe Mode, go to Device Manager.
- Look for any devices with a yellow exclamation mark and update or uninstall the problematic drivers.
Perform a System Restore:
- In Safe Mode, go to Control Panel > System and Security > System > System Protection.
- Click on "System Restore" and choose a restore point before the issue started.
Run Startup Repair:
- Restart your laptop and press F11 to enter the recovery environment.
- Select "Troubleshoot" > "Advanced options" > "Startup Repair".
Check for Hardware Issues:
- Ensure all internal components (RAM, hard drive) are properly seated.
