That message is from an update that did not complete properly and Windows is attempting to return the OS to normal.  Do not attempt to stop that and just wait for it to finish.  If it does not ever finish, then you will probably need to reinstall Windows. 

FYI: I had a Windows 11 update that did that several times but it never did complete properly.  I ended up doing a repair install to fix it.
