HP core i5-8250U
Microsoft Windows 10 (64-bit)

I am using an HP core i5-8250U 8th generation quad core processor laptop. This laptop has an unusual loud fan noise: you can literally hear it running from outside your room. The laptop takes about 3 minutes to boot windows. Can take even 5 minutes to boot and run in a ridiculously slow pace until after several hard restarts. I understand it’s specific to Windows 10 so I can’t downgrade. Please help me.

HP core i5-8250U is an invalid model/product. Re-install Windows 10 should help. Please perform a fresh install Windows 10 using

 

                https://www.microsoft.com/en-us/software-download/windows10

 

to create ISO file then mount ISO file as DVD drive and run Setup from there.

You can keep existing your files and programs if you wish.

Without a valid product number, we can't do searches to find out what drives are in your laptop.

 

IF it has a standard laptop hard drive, then three minutes to get to a working desktop is not unusual.

 

If it has an SSD, then that time should be more like 30 seconds or so, not 3 minutes.

 

IF it is slow running, as well as booting, that implies the laptop drive is failing -- and forcing a Windows reinstall is only going to crash the laptop and make it unusable.

OK, thanks -- then according to the HP specs sheet, your model has a 1TB laptop drive -- and since it is the slowest model drive out there, taking 3 minutes to get to a working desktop is not unusual.

 

Is it just slow booting, or is it agonizingly slow launching programs, as well?

It runs programs fine enough. Opens programs relatively well when operating normally. 

The issue is about booting. I sometimes have have to do a hard restart about 3-5 times to get it to run normally as it could take about 5 minutes at the initial booting interface. 

Once it picks up well, it runs smoothly for the entire time I will be using it.

OK, then since it launches programs OK, it is probably not a failing drive.

 

Win10 has enabled a new hibernation process known as Fast Startup -- which is enabled BY DEFAULT. This is different from Fast Boot, which is a BIOS/UEFI option.

Fast Startup is supposed to dramatically speed up the booting process, but in some PCs, it actually slows it down or causes it to hang. It's also a new form of hibernation known as hybrid sleep -- and this causes battery drain to maintain the state of the PC while turned off. In some rare cases, it can also cause a laptop to overheat because the processor is still running and still generating heat, as this has been reported when the laptop was turned off and put inside a case.

Disabling Fast Startup might fix booting and shutdown problems.

There are two ways to disable FastStartup in Win10: (1) through the Control Panel, and (2) through an elevated command prompt.

Control Panel - Open Control Panel --> Power Options.
Select "Choose what the power buttons do"
Select "Change settings that are currently unavailable"
At the bottom of the Window, under Shutdown settings, uncheck the box regarding fast startup

Elevated command prompt - run the following command:
REG ADD "HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Power" /V HiberbootEnabled /T REG_dWORD /D 0 /F

In both cases, reboot Windows.

NOW, Fast Startup is disabled.
